I captured the Lost Astropolis in the starting sector (with Nex start), but now the Astrolpolis is still being governed by a pirate warlord.
Is there a way to remove him and take over governship myself? Or give it to another Mayasuran ?

I would believe so? So, you invaded and captured "Lost astrapolis" that is now under your control. But then another astropolis developed a pirate market, or did you not gain control over the lost astropolis?

11.0.0 RC2
-Changed Tiger Grenade Launcher reload count from 10 to 1 per second
-Added Harpoon MRM Array
Large missile mount Harpoon
-Changed Mark IX Rotary's stats to be more like the Avengers, adjusted ammo to 60.
Double the ammo count and no charge up should make it very reliable when switching from the Avenger to the Mark IX(R)
-Changed Tiger Grenade Launcher to 0.16 refire rate, reload size to 20 for total reload time of 11 seconds
This should give you more sustainability at the cost of a longer but bigger reload.
-Changed Aurora (M) shield efficiency from 0.6 to 1.2
big nerf, lol
-Changed Paladin (M)'s ship system from reserve deployment to high energy focus.
-Removed Crusader (M)'s built-in heavy armor, set armor value to 800 from 1000.
-Changed Crusader (M)'s amount of fighter bays from 4 to 3
-Changed Crusader (M)'s DP to 35 from 30
-Changed Crusader (M)'s speed from 45 to 40
big nerf, lol
-Changed Rhea's speed from 45 to 30, base dissipation from 1200 to 900, armor from 1500 to 1200, removed built-in heavy armor, DP changed to 35 from 32.

-Added ammo to Armored Box Launchers on Vishnu, removed ammo regeneration
-Changed Vishnu's Mark VII refire rate from 12 seconds to 20 seconds

-Winghead DP to 25 from 30

The default Rhea (M) Class Elite Autofit uses 225 OP even though the maximum OP should be 210.
