Currently running the latest version of Starsector, 0.9.1a-RC8, went up to a random procgen planet with Decivilized, colonized it, and abandoned it immediately after, and the Decivilized condition dissapears.

Thanks for the report! Hmm, not able to reproduce this over here - colonized Maxios (in the Magec star system), abandoned it, and Decivilized Subpopulation is still there. Possible that it's behaving differently from 0.9.1a-RC8, though, I did change a few more related things at some point.
