mashing the stop button stops you from stopping

a dozen Ordos are crawling towards detection range, I panic and jam S to go stationary & hide in my asteroid belt, fleet never stops and goes all the way out the asteroid belt w/o stopping and game over.

Huh? There's no "stop" button on the campaign level.

"S" only clears the current target you've locked on to in the campaign map.  Once you clear that target, your fleet has no further direction (unless you click and drag around, which is how you normally drive your ships around), so it comes to a halt.

No, momentum carries through, same if you let go of LMB when traveling.  You were probably using S-Burn which has very low acceleration, meaning it took a while to slow down so you overshot.

Nothing wrong that I can see.

Okay, this is interesting:
- Set course, fleet starts moving
- Press S once to cancel course
- Course cancelled and removed from GUI, fleet comes to a stop
- Press S repeatedly
- Fleet moves towards original destination until player stops pressing S

Huh, that is a problem.  I tried that before on my laptop and didn't get the issue, but I tried it just now on my desktop and the problem shows.

Okay, this is interesting:
