How to make a new topic in Mod section?

Hello
I am new here and I just make account to share mod that I make.
But there is no option to make a new topic in Mod section.
Is there some sort of requirements that I must fulfil like veterancy/number of posts?

Normal users can't make threads in in the base Mods subforum.

Make the thread in Mods -> Modding. Later a moderator will move it to Mods if (I think) it's confirmed to be a functional, downloadable mod.
