I would be happy with it leaning into its escort/defender role. Let it have a good shield/armor and its system gives a defensive boost to some other allied ship in close range - a "Projected Damper Field" (though not as strong) - with the AI for it prioritizing any ship it is assigned to escort. Give it a special AI tag like "IS_ESCORT" that tells the admiral AI/auto assignments to prioritize it for being an escort as well.

That way the monitor plays an interesting role as a buff ship that is reasonably tanky, but not crazy so. Then it is the correct behavior for the AI to shoot it even though it has very little offense of its own, because it is protecting something nastier. Meanwhile the flak cannons let it deal with fighters and missiles targeting its big ship friend as well.

So, is the monitor still broken currently without SO or not? How much punishment can it take?

The biggest problem I have with the Monitor is that they're too scared to jump in and take aggro. Are they supposed to be piloted by aggressive officers and not steady? Would stripping them of weapons force them closer? Or am I supposed to give them an eliminate order?

i would love it if the game leaned more into "Monitor is a smol Paragon". That's how i see it in lore - as a toy anvil for mostly-frigate TT fleets that hunt pirate stragglers. Frankly, the only thing it'd need for that is to have its Flaks turned into medium slots (I'm tempted to say hybrid, but we all know what will happen. ACG SO Monitor) and maybe to get turned into a small destroyer (via a designation/OP/DP change).
...I also think high-tech is missing a ~20 DP fortress shield cruiser.

Just sent to distract half a fleet they occasionally die to lots of tachs or a big spike in damage syncing up, but if you stick them in front of your own fleet with actual guns they are generally the last to go down.
Tiny shield bubble, high agility and AI being pretty bad at focusing/really bad at using hardpoints all help ofc.

An example: capped points, deployed entire fleet against remnants, retreated with everything but monitors set to escort each other, avoid on tach lances.
Enemy fleet had autopulse+tachyon and autopuls+plasma radiant, among other ships.
Monitors only started taking hull damage once combat readiness tanked, enemy frigates/most destroyers were down to 0% by the time the battle ended.

It's >10 minutes of this once they get pushed to the edge:

I'm satisfied with my Monitor build despite some inconveniences like no 360 shield and "only" 600 second PPT time with Combat Endurance and Wolfpack Tactics, works pretty good as long as it's not completely surrounded.

My only real complaint is, it's so reliant on damage taken -% and Field Modulation+, it goes from not able to handle too much pressure without relief to tanking anything the enemy throws at it. 70% hardflux dissipation is no joke.

Why don’t you put extended shields on it?
