Picking fleets and stations behind event messages

You can't click on or mouse-over fleets, stations and planets that appear behind the text of event messages. It's not like the messages themselves (not the icons) are clickable or have mouse-over popups, so I don't see why the player is prohibited from interacting with objects behind event messages.

The way it works in the dev version right now (and I think that's the same as in the version that's out) is you don't get a tooltip, but you can still click on things. It does make it feel like you can't interact with the items because not getting tooltips makes them feel non-responsive, but at the same time, getting tooltips there can get in the way of reading the messages. Hmm. Going to allow tooltips for a bit and see how it feels in playtesting.
