As far as I can tell they can in my game.

I mostly use a small high tech fleet so I don't get battles with objectives often but when I do I often see the AI rushing the nodes with fighters, bombers and other carrier based crafts.

Do you mean unable to capture objectives or unable to be captured when disabled?

I doubt it but if that's the case then yeah, capturing fighters has been disabled ever since the boarding overhaul and I don't like this facet much.
Sure you wouldn't really 'board' a fighter but I don't see why I can't occasionally scoop up enough damaged crafts after a big battle to form a wing of my own with them.

i meant capture as boarding after the battle, since 0.6 i didn't remember any opportunity  to capture any fighter

correct, with the changes to fighters (specifically how they are treated as no-CR but still alive if you have a carrier) you can no longer board fighters after battle
