Well in open office, you can manually select it to use commas as the seperating value, apologies before hand if you already done this, lol

actually i dont even know how to open that window.
ive seen it once on opening of a document but i dont know why it never shows up anymore.

This window usually only shows up when you first open the document,

well it ever only showed once when i opened a csv for the very first time.
