To get on Offline mode, start off with an internet connection.  Open up Steam, and open the tab "Steam" and click "Go Offline."  Say yes to the box and you're set.  For some odd reason, you have to start off with an internet connection to go offline.  For example, if you had you computer, logged into steam, played/download a few games (anything you do normally) and shut down.  If you started up in a place taht has no internet, Steam can't "connect" and you can't do anything.

When I do this properly, though, all my games are fine.
