How to join a faction without getting billed through the nose

So, I'm getting leaned on by both the Hegemony and the Persean League at the moment, and although I'm tempted to join the Perseans, I also don't want to have to pay 20% of my colonies' gross income to do so.  The conversations with the Pesean Leader imply there's a way tog et around this, but I'm not sure how I do it.

What's the best approach here?  Is there a way to avoid the membership tax?  Should I try getting in good with another faction and sign up with them instead?

The PL is the only one you can join to negate CC interest.

2 arguments are required out of 3:
Spoiler
* Defeating the blockade
* Paying Hannan 5%
*Stealing and then giving back Kazeron Nanoforge

Just so you know, PL is the only faction you can "join". You can take a commission with almost anyone though but the only benefit is the pay.

May be, but after I nuked their capital and stole their nanoforge they were willing to give it to me at an amazing discount. ;)
