Illegal goods and licensing

Currently game handles illegal goods by flatly banning certain goods in certain factions
But someone needs to deliver armaments, drugs and even AI cores (Tri-Tachyon?) to certain uses.
In real life restricted goods are handled by licensed suppliers.
How about introduction of licenses for restricted goods?
Limited licenses (can be bought, lasts for a year) and Extended licenses (indefinite, but require certain level of trust) for example.
Separate licenses for armaments and drugs.
Tri-Tachyon could even issue licenses for AI cores.
Maybe even levels of licenses that limits amount permitted (low for small amount, medium for moderate amount, high for unrestricted)

With licenses patrols will still scan you, but when they detect restricted goods, you have an option to transfer license details and they back off (or maybe this happens automatically?)
Seems rather fitting.

Small addition about AI cores.
Licenses to carry those probably wouldn't be limited to TT only.
REDACTED hunters would be expected to have AI cores in cargo holds after all.
Maybe AI core license would be based on trust level and number of cores you hand in?
Basically Gamma cores have value of 1, Beta cores 2 and Alpha cores 3 or 4, that is modified by trust level.
Each point being 1 month of AI core license
So handing 6 Gammas and 3 Betas would grant you year long license if relationship are neutral (longer if better, shorter if worse)
