I don't understand what you mean.
Since I would have the same issue on another planet.
The refit screen only shows locally-available weapons. Presumably Nimiety's idea is this: Put your whole stash of weapons in storage on Planet A, then carry just the weapons you want to refit with to Planet B. When you open the refit screen on Planet B, it will only show that set of weapons you brought with you. (Plus any in the local market, but you can filter those out.)
It's a clunky workaround, but I suppose if you find it easier to pick out the weapons you want from the inventory screen than the refit screen, it would solve the problem.
