AI should be able to panic-fire burst-lasers empty

if you stick dual burst lasers on a harbringer its fine that it fires its spare shots at the dominator that it's shooting in the back, but if the dominator's rear(?) guns begins to threaten it it should IMO be able to panic-fire its burst lasers empty the same way a ship with harpoons would

Phase ships need their flux capacity to phase and avoid damage/run away. Dumping all their flux capacity into damage would not be a good idea in most situations.

i think any phase ship whose flux capacity is completely used up by a pair of burst lasers has bigger issues..

'Panic' firing implies that you are already high on flux. If you are not high on flux, then you aren't in any danger since you have a phase cloak to avoid all damage.

Also, two ion pulsers with expanded mags unloading their entire clips generate 6k flux. Harbinger has 5k base flux. Obviously you can increase that, and dissipation is happening but dumping ion pulser mags is definitely going to fill ~40-50% of your capacity.

Why are you worrying about soft flux on a phase ship? It doesn't have any effect on its phasing capabilities.

Burst PD Lasers have hardly enough impact to be worth adding an edge case that might screw up normal behaviour.
