0.95a-RC12 HullMod dependency not checked after Build-In

Just noticed that I can do the following:

1) Take a civilian ship. A Venture for example.
2) Add Militarized Subsystems
3) Add Safety Overrides
4) Build-in the Safety Overrides.
5) Remove Militarized Subsystems. (Note: This was required to make Safety Overrides available)

It seems that this works with anything which has a dependency on another mod.

I can install Militarized and then escort/assault package. Build in the escort/assault package. then remove militarized. This allows me to outfit a number of ships with fully maxed out escort/assault packages limited only by my available story points to build in mods. (The perk only checks if Militarized is installed, not the escort/assault packages.)

If I remember correctly, then this was originally an oversight which Alex decided keep because it's the kind of thing story points are for

^ Yeah, that seems like a good point. It's sort of an exploit, but you did pay for it so perhaps it's just a very creative modification.

One consequence for this, however, is that you can have the massive bonuses from Auxiliary Support'd Assault Package without actually increasing the fleet's Militarized Subsystems DP.

e.g.

All of these ventures have the extreme armor, hull and capacity bonuses.

Aye, I should have made it a bigger bullet point for the second issue in my original post. It really gets dumb when you start doing this to fleets of Atlas MK.II and Prometheous MK.II variants.
