Contacts give surplus and procurement of same amount and type of good

As you can see here, the contact sells me a surplus of 660 heavy machinery and a request for 660 heavy machinery. This happened a second time with a contact selling and requesting 1000 supplies.

This happened Captain Nemo Naemo livestream as well. He was beside himself with laughter.

If it actually is a bug, then don't fix it Alex! Its too funny to die!
