Colony building cost/time also scale with Hazard Rating

When a world's hazard is high, it is not merely the operation and maintenance procedures that become more complex, the equipment and preparation needed to get things going in the first place would be more complex, and hence more expensive and time consuming as well.

For example:
Car factory on habitable terran planet>  1 week and $10k to build a tent, 2 weeks and $5k to truck in the machinery, and start producing

Car factory on airless moon >  2 months to dig a hole for $200k to keep things shielded from radiation, 1 month and $1000k to build a dome to keep air in, 1 month and $300k to install air circulation and temperature regulators, 2 weeks and $5k to truck in the machinery, and start producing
