Yes - its meant to stop carriers from being able to fight and still run with the 0 flux boost. Imagine trying to kill a Heron if it were kiting with 50 more speed...

i think with helmsmanship skill and the flux boosting skill, certain ship configurations can maintain speed boost even with fighters engaging.

Helmsmanship 3 used to work for carriers in 0.8.x, but not anymore in 0.9.x precisely because of the zero-flux bonus.  Carrier playerships with old Helmsmanship 3 built purely for fighter spam were overpowered compared to warships.  Today, carriers have their flux set 5% or so above normal to prevent zero-flux boost.

I saw the astral running at 248 flux while fighters are engaging, while Astral with skill maxes out at around 27000 flux? So that is less than the 1% limit for zero flux boost. Haven't tested if that works yet.

Why not just make carriers slower?
