[0.9 rc10]approaching recoverable wreck with full fleet prevents future recovery

Take a fleet of -20 ship and approach a pre-generated recoverable wreck, like a XIV Legion, but leave it alone, when I come back next time it will still be recoverable.
Take a full fleet of 30 to the wreck, and leave the wreck alone, wreck will not be recoverable even if I come back with less than 30 ships next time.

It could keep certain rare and valueable wrecks from being recovered.

Hmm - taking a look at the code, this is "how it works" at the moment. Thanks for bringing it up, will keep it in mind.
