Stations with Dots on Map

Does anyone know why a couple of the stations have little blocks under their icon on the map? For example, Garnir Extraction Facility has 1, and Chicozmotoc station has 2.

Garnir isn't a combat station. Chicozmotoc is a star fortress.

I think station level is represented by the size of the icon for most stations. Which is rather useless, since the only way to tell sizes apart is to directly compare them.
