AI Inspection Punishing AI-less World

I have a planet with absolutely no AI cores on it,  I had a couple minor ones but when I got a message that an inspection fleet was on the way I removed them.  The fleet arrived and after quite a long time of their fleet wobbling around my planet I've been punished with -20 relations and industries shut down.

Is this a bug or did they some how detect my AI use from months ago?  I also have the +Fuel item on my fuel plant and a "corrupted nanoforge" on my industry,  do those some how count as AI?

If you remove cores, yes, they know what they expect to find, and look for it with more ... let's say vigor.

I did tone down the disruption durations for .1, btw; they're a bit excessive.

Ok good to know it's not a bug and instead just believable behavior of an actual investigation!
