Fleet size disabling retreat option in fleet screen should be easier to find.

I looked for it and I had trouble finding it.  Turns out it is the same darker gray text that is indistinguishable from other minor description texts.  It would be nice if it had an orange color or something to stand out like other warnings the player should pay attention to.
