Make piloted-ship CR bonus also raise current CR

This one's just a convenience thing; it's annoying to deal with and I can't count the number of times I've accidentally burned supplies "repairing" a ship up to a CR limit it's not going to be able to keep.

There -is-, of course, one slight difficulty: what happens if a ship with an officer with this skill is below 15% CR and you remove the officer?  I can think of a couple of ways of dealing with that corner case: either have the officer also increase the minimum CR by 15% (and thus, in conjunction with certain skills from industry, dramatically improve the minimum performance level of that ship) - but still locking out use of CR-consuming abilities like transverse jump when at 15% CR, or have the CR bonus from the officer function as a multiplier instead of an additive bonus.  I'm inclined towards the former option, myself; I don't think it'd be overpowered.
