setting crew skill on ship types (solved)

how the heck can i change this setting for crew?
EDIT: ah....so that's why i'm able to "drag" ships in 'fleet' window (didn't know what it's purpose was until i noticed that the upper left had elite and the bottom right had veteran)

followup...ohhhhhh, so if you have more elite crew than skeleton requirements on all vessels then any other crew of lesser experience won't be given XP. huh. i'll be damned.
