Possible Bug

Opened up my game today and noticed that around every 3 to 10 seconds there is a pause in the in-game animation and gameplay. I am not sure if it involves the fleet size or a problem with my machine. I would like input if possible.

This is in a long-standing save, right? And the stutter is in the campaign only?
