Proposal
Concept: EW is about interfering enemy sensor
So what would make sense is make it interact with each ship’s sensor strength
To prevent smaller ships suffering unreasonably large penalties, a portion of fleet combined sensor strength is added toward the formula to represent data-link targeting.
For example, ship senses strength + 10% of total fleet sensor strength should be a good number, padding the EW calculation sensor strength to at least 120 for frigates in mid-late game fleet.
EW can then be used like raid effectiveness formula, calculates the effective reduced range on BOTH sides since jamming doesn’t just magically cancel out each other. This would give player incentive to build a heavy jamming fleet without worrying wasting any ECM rating. ECCM will be used to cancel out incoming enemy ECM rating as a fleet buff instead of individual ship, to prevent the need of spamming this module on every ship.
Under this effectiveness calculation system, there need not have cap due to nature of diminishing return. It also gives player a decision to whether use high res sensor as a generic counter, or ECCM in hope of canceling the effect completely.
