Can someone please explain to me how salvaging works, I have had disabled ships not show up in salvage but destroyed ships have is there any way to maximize the chance of a shop being salvaged or is it just RNG?

It is just RNG, with the exception of some special unique ships from the campaign storyline which will always drop, you can't guarantee 100% that you will get a particular ship from a fight. This does mean that if you REALLY want a particular ship and have no moral objection to savescumming, you can save before a fight and reload to try again if you don't get the ship you want the first time.

The game has anti-savescumming features for ship drops. You need to save well in advance of the fight, if you do it right before, the drops are already fixed and will stay the same.
