On version 0.95-1a-RC6 when attempting to complete the Derelict Artifact Recovery mission I am supposed to intercept a group of pirates as the resupply from a cache. When I enter the system for the quest I can see the Supply Cache, but no pirates. I've attempted to fly around the system searching for them both before and after looting the cache, but they never arrive. I believe this is because of the neutron star.
