Were is the place that you can remove the damage mods. on the site here http://fractalsoftworks.com/2017/01/20/ship-recovery/ it says you can:

"when docked at a port, you can “restore” a ship to peak condition, getting rid of all d-mods. This is quite costly, up to several times the cost of buying a new hull – but is always an option for a ship that’s worth it. In most cases, however, living with a d-mod or two is likely to be more cost-effective, especially given that some of them have been toned down a bit."

but i carnt find the dock to do this?

Any dock, restore button is one 6 buttons in bottom-left part of refit screen.
