Beam turrets get "locked" while ChargeDown is in effect

Beam weapons get "locked" when they fire, while they fade out during ChargeDown, and cannot rotate for up to a couple of seconds after the beam times out.  They can rotate during ChargeUp but not during ChargeDown.

OK, it's definitely the ChargeDown period; during this period, the Beam weapon is locked and cannot rotate.

None of the other weapons do that; it makes giving them a long ChargeDown really unattractive- a projectile weapon can track the target while it's in ChargeDown, but beams can't.

Yep, that's how beams work; not a bug.

Pretty much, yeah :)

(IIRC needed to make them work that way to make stuff generally look better. Forget all the actual use cases, though.)

Prolly dealing with the beams fading out and not looking like scattered quads behind the ray with ship motion. 

Was just trying to get a thing working and was like, "whoa, that is weird" when it wouldn't rotate.  Plenty of other ways to skin that cat though :)
