Ship Mutables for Storage Purposes

Basically, I want to be able to define some values that can be used for various modding purposes that attach to a given CombatEntity or FleetMember.  I.E., a litte table that I can throw values into.  I can code one up using the id values as the table's keys, of course, but it'd be a lot more straightforward (and suitably generic) if there were some Mutables people could use for these things.
