Fleet speed calculation question

I have a small question about fleet speed. I got hammerhead with elite crew and alone it flies with 150 speed (149 speed rounded up) also vigilance with elite crew and it flies with 160 speed.  Combined fleet only get 140 speed. Why it happens? I thought fleet speed based on slowest ship in this case 150 not 140.

Fleet speed appears to be rounded down to the nearest 10.

Fleet speed is rounded to the nearest 10, but 149 does round to 150.

There is a 'coordination penalty' for having multiple ships near the same lowest speed. Ships a certain amount higher than the current travel speed don't slow the fleet down. I don't know the exact formula though.
