As per fluff text and Energy mounts. This is the only 'Mk. <numeral>' ship type, whose design type is <design era> instead of <faction>.

this is because Buffalo MKII isn't a pirate ship per say, it's a ship invented because of how rough the Collapse was for the patrol fleets at its early time

The description implies it was used by everyone, it doesn't have pirate markings either

Yeah it actually also see use in Independent, Luddic Church & Luddic Path fleets too. Comparatively, the Colossus Mk.III for example is used exclusively by Pirates.
