The Luddic Church was a Jonestown in the middle of nowhere. Most of the believers are stuck in the Persian Sector. Tritach ran a weapons research testing range in the sector that was cover for """""secret""""" AI development. They did not bring down the gates to become kings of the Nevada desert. The 14th were being sent in so that if there was an AI breakout there would be a battlefleet right there to deal with it. You can tell how low priority this was for the Domain from two details: there was a gap in the guard rotation, and they were using penal units at all.

The closest thing the sector had to a governor left with the garrison.
