i like having maxed out vents and as high caps as possible with also strong PD to dumb-proof the ship for NPC's hands. I can fit an Advanced Optics into a build of such kind, but then I would only have like 3 capacitors installed. And I would much more prefer 18.
Don't take missiles? They aren't that great without reloader anyway. Unless you are putting burst pd forward, should be enough for like 10 caps. Could also save OP by using arbalests instead of hacs, since it is hardpoints the recoil isn't that bad.

I think the base of at least 2 kinetics and 2 phase lances with advanced optics is a solid foundation for an Eagle build, and there are a lot of ways to go from there depending on amount of S mods, skills, and any special requirements. Having the middle be HVD + Ion can be good for making them obnoxious.
