I encountered a duplicated dialog options at

Not sure if this is reproducible under other conditions.

getting Zal out, Instead of running to the gate, I decided to attack the den instead

To get to that broken state:
- attack and destroy the orbital station
- then launch a raid to disturb industries, (all 3 idustries, 3 marine slots each)
- after a raid I get that duplicated dialog screen
