mercenaryofficers dont have leadersship skills anymore?

just started playing the after a few years and notice non of the mercenary officers you hire to pilot your ships have Leadership skills anymore
is this a glitch or a update ?
I would like to have my carrier pilots to have leadership skills

There are two types of skills, individual skills which buff the pilot's ship, and fleet skills which buff the entire fleet. All of the leadership tree is fleet skills.
Carrier Officers and the player get 1.5x the bonus from the player's skills Carrier Group and Fighter Uplink, both of which are in the leadership tree.
