Most likely just a flat faction on playable beta with the intention of adding some quest or story later.
It won't be on complete release for quite a while.

you can't just make a faction that claims to be "Soviet-themed" and give its foot soldiers that abomination of a rifle (that's not even chambered in a soviet-used caliber)
would it really be that hard to just directly base it off the ak47 instead of making the bastard child of an xm8 and m4, which aren't soviet weapons
