I feel like the built-in version of High Maintenance is under-tuned.  The sort of ships that have that trait are already budgeted as a cruiser, so doubling it again makes it a battleship equivalent but the benefits are nowhere near good enough to justify ever using it.  It's almost always going to be better to use two of the super frigate/destroyers than one with the doubled flux dissipation/capacity.  Doubling the price makes it around as strong as a super cruiser or a low-grade capital like the Retribution. 

Additionally, the Delicate Systems hullmod is pretty redundant with the upgraded Ill-Advised Modifications.  It needs to do something to set itself apart from the D-mod, especially with the major combat deployment penalty.


EDIT:  Having played around with the High Violation Emitter, I feel like the crew casualties should be the drawback of building it in since 70 OP is still incredibly expensive on it's own and plays a bit more into the sort of "pick your poison" aspect of the ziggeraut:  compromise it's combat ability by integrating it safely, or get it crammed in at any and all cost.
