Try editing file named "AbandonMarketPluginImpl.java"
Location:Starsector\starsector-core\starfarer.api.zip\com/fs/starfarer/api/impl/campaign/

Editing a file in the API zip would do nothing.

AFAIK there is no way to edit the abandon limit without making a mod for it. Maybe there already is one?

You can get around it by using console commands to edit the population back to 3 and then abandon it.
