How Do Increase Monthly Output For Ship Crafting?

My system started at $45k and is now at $600k and hasn't gone up in like 6 cycles.  Do I need to build another shipworks?

Is this maximum production for heavy industry?  If so, 600k is pretty good.  You can build almost anything in a month or less.  If you want more, you need more supply production and/or take Industrial Planning on your character (not on hirelings or AI cores) for +50% production.

Custom production limit is based on how many units of ship hulls your planets are producing. 25k per unit. So build more heavy industries, put forges on existing ones or improve them with sp.

AFAIK the more population you have, the more units will be produced as well. So this may be the case for quick initial rise in production and a current stall.

That all said, there is one really nasty gotcha you can run into - something that people have tried to bug-report and been told it's a 'feature':

If you have, say, a nice size 5 barren world with orbital works and a pristine nanoforge, and try to up your production cap by building a new heavy industry on a size 6 habitable planet (with the intent of not ever putting a nanoforge on it because pollution), your ship build quality will instantly drop to nothing.

Because the game uses build quality from your largest planet. Not your best quality planet. Not your highest production output planet. No, just the one with the highest population.

Now, if your highest-quality build planet is already max size, then you should be safe from this declared-to-be-not-a-bug. But otherwise it's definitely something to watch out for.

If you want the file-editing answer

Starsector/starsector-core/config/settings.json

find "productionCapacityPerSWUnit" and change it to whatever value you like. There is a code comment that explains it in detail on the same line as it (499)
