What is "ships when importing" section in the factions files?

Does it affect the doctrine when the faction doesn't have a functional manufacturing facility?

starsector vanilla overhaul, play it while it's hot. Or before 0.98 patch comes out, I guess

Yes, your Colony defense fleets consist only of basic ships with lots of D-Mods. The best ships of such fleets are Ventures and Mules. Your colonies cannot have any better because others don't sell their good stuff. That is almost as bad as pirate fleets and cannot defend against much. Strong pirate fleets will wreck your fleets if you don't have own production.

No... When you got Hegemony. They have a "ships when importing" section. They, along every other faction in the game. What does that mean? If you decivilize all worlds with Orbital Works and Heavy industry of the Hegemony will they revert to those ships? And if there are not any, does that mean it just defaults to their original composition?

Ships when importing is the ships the faction has when it has no heavy industry or the like.

Luddic Path has no Heavy Industry.  I would sooo raid their heavy industry for pather capital blueprints if they had an industry to raid from.

Time for big brain: Install Nex mod. Join the Pathers. Conquer a heavy industry planet in their name. Steal blueprints from the planet you just took. Profit.

Not an option for an unmodded game.

Well yeah they specifically mentioned Nex. On the topic of blueprints, I would also very much enjoy a less RNG-dependent way to procure specific blueprints.

Assuming a faction knows the blueprint you want, raiding a faction favors giving you blueprints you don't already know.

Definitely, but by the time I feel comfortable raiding heavy industry worlds I'm already done with the fleet progression.
