Add Starsector to Winget

Since Starsector is already on Homebrew (Mac's de-facto package manager), it would be very convenient if it were also available to Windows users through Winget.

According to the MS docs here:

https://learn.microsoft.com/en-us/windows/package-manager/package/

the only requirements to add a package to Winget are a package manifest, your installer exe, and a GitHub pull request to the winget repo.
