There were quite a few buffs to low tech ships over the last few patches.
This makes this mission more and more difficult.

I have something even more impressive, a win on 0.95.1 patch. Half of the weapons I used got buffed in 0.96 so this should be much easier. Low tech got busted LDAC but I can't remember how much of those are present in the enemy fleet.

There were also some folks on reddit showcasing their wins but like I said, it's much easier in 0.96 but still tricky.

Yes a range build works, but before the changes the paragon easily overpowered them with a well designed general purpose build too.
Is the any build residing on ~700 range weapons possible?

Taking inspiration from the builds in this thread, I just beat Forlorn Hope (88%) after attempting it for most of my day off yesterday. Sadly the Onslaught retreated before I could finish him off, and with an Eagle and the bomber Heron on my ass I wasn't gunna chase it. It's my finding that TERRAIN makes or breaks this mission, with mostly clear maps I kept getting surrounded but on my one and only win the Onslaught got slowed down by a huge patch of nebula (deliberate on my part, I positioned myself so he had to fly through it to get me). Then it was aggressive venting and slowly picking off the adds at extreme range. Survived on about 3% hull :)

My build was:

Nebula has done nothing in combat for many versions.

It's the More Combat Terrain Effects mod that debuffs ships inside a nebula.

I'm not running that mod. I'm only running:

New Level 25
Captain's Log
Fleet Action History
Lazy Lib
Luna Lib
Magic Lib
Officer Extension
QoL Pack
Wow Portraits

Any of those modify combat terrain?
