keep going from shop to shop in military colonies, you'll find it eventually. or if you're lucky you could salvage it after battle.

Persean league or Sindrian Diktat military colonies.

Or look for bounties where you fight their deserters and recover a conquest.

New update 96a this ship is replaced in sindrian diktat. So better option is find other ways like finding blueprints and and go to Persean League to buy it.
