Pirates too strong

I'm not a newbie but I did take a year-long break from the game, I've been trying to start a new game and I have five massive pirate fleets just camping in my one colony system. no way I can take them all on. the pirates weren't this strong last time I played, and while the rest of the game is really fun pirates are just a brick wall. tried to parley with the station responsible for it all but the dialogue is bugged and the fleets would still be hostile to me anyway. is there a way to turn the strength of pirates down?

Fighting five fleets will probably be difficult. You can try to divide the fleets by employing stealth tactics. You can lure the fleets somewhere and press 2 to "Go Dark". Once most of them are away, engage one of the fleets. You can also destroy the pirate station that you tried to parley with.

The pirate fleet spawn rates do feel out of whack, probably because they don't have to declare a raid to raid your colonies these days? I get loads of pretty large pirate fleets swarming into my system, nothing I can't kill but it's notably way more than what used to be there. Doesn't corelate with the threat event either, whether at minimal or high threat those fleets come flowing in.
