Bug? Pirate wants to raid Pirate base

I've met an angry woman at a bar, who revealed to be part of the pirates. She then asked me to raid a base ...of the pirates.

So, bug or intended behaviour?
Lorewise it does make sense, that the pirates fight their private wars with each other.
Gameplaywise it's a bit wierd, because a lot (or even all?) of the reputation you would gain with the mission, you do immediately loose again.
