Add "SYSTEM" tag for Standard Bomb Bay

Standard Bomb Bay always show up when configuring ship in Mission, which is annoying.
It is not used anywhere else except for built-in weapon in Piranha bomber, so please reduce its OP cost to 0 and add SYSTEM tag to hide it.
It would be better if set its type to MISSILE rather than BALLISTIC.
