I randomly found Academician Elek's Data core while exploring the sector before I ever went to Galatia Academy or met Sebestyen; when I finally contacted him for the first time it went straight to the Return The Data Core mission and he greeted me as if he'd already met me, before proceeding to the dialogue where he talks to you for the first time.
