Do factions use the hostile activity feature?

Is it only the player faction that uses the hostile activity major event system or do the other factions use it as well?
I’m asking because I noticed the commerce industry will give out a bounty when hostile activity it high and it’d be nice to have semi permanent system bounties early game instead of them randomly popping up.

The hostile activity major event system is used by all factions, including player factions and non-player factions. The system works by tracking the level of hostile activity in a particular star system and triggering various events, such as increased patrols or bounty payouts when the activity reaches a certain threshold.

The commerce industry, as you noted, can give out bounties when hostile activity is high. These bounties are intended to encourage players to help reduce the level of hostile activity in the system by taking out pirate fleets or other enemy forces. The bounties are not permanent, however, and will only be offered when the level of hostile activity reaches a certain threshold.

While it is not possible to create semi-permanent system bounties early in the game, there are ways to increase the likelihood of bounties being offered. One way is to increase the level of hostile activity in a particular system by attacking enemy fleets or stations. This can trigger the hostile activity major event system and increase the chances of a bounty being offered.
