Ahhh! Breaking status quo! I think I saw a thread similar to this saying that Alex is first going to perfect the gameplay, then expand on the campaign. This includes the story and, in relation to you question, the galaxy.

I have no idea where Alex plans to go with the non-combat aspects of SF, those that are able to setup a dynamic out of combat system (not necessarily complex) provide the most replayability.

One thing I'd love to see is some kind of interstellar united organization that would allow voting on various trade issues, weapons enforcement/manufacturing, and war declarations. Nothing that the player would have any actual association with, but an influence and direct effect on the actions in game.
